The wording is location based, stating you cannot create an account or use the platform if you are in one of these countries, and the firm does not say whether nationality alone also triggers the restriction. The firm does not say. Its list is worded by presence, stating you cannot create an account or use the platform if you are in a restricted country. The separate IP policy points the same way, asking that the region you buy from and the region you trade from stay reasonably consistent.
No minimum age is published on the firm's own pages. Identity verification is required before the first payout, carried out through Veriff or Rise alongside signature of the Trader Agreement, and the name on the trading account must match the payout destination.

As far as Goat Funded Trader publishes, yes. The list on this tab is the firm's own named list rather than an inference from sanctions wording. Note that Hong Kong appears on it even though the firm describes itself as headquartered there.
