Restrictions normally follow the payment, compliance and licensing requirements the firm and its payment providers operate under, rather than anything about the traders in those countries.
Using a VPN to appear to be in a different country breaches the terms of essentially every firm, and is normally caught at identity verification or at the first payout. The likely outcome is a closed account and a withheld payout.
