On success, yes, at a rate set by program. The terms publish 200% on 4 Step (RF Copper), 150% on 3 Step (RF Bronze), 100% on 2 Step (RF Silver) and 100% on Instant (RF Diamond) after Level 0. The Bronze program page separately says up to 100%, and the firm publishes both 0% and 100% for 1 Step (RF Gold) depending on which page you read. Refunds are paid with the first commission payment.
