By residency. The help centre states the firm cannot offer services to residents of the listed countries. Nationality is not mentioned. Separately, the IP address policy requires the region you buy from to match the region you trade from.
Yes. The terms require you to be at least 18, and to warrant that you are not a convicted felon, have not been disciplined by the NFA or the CFTC and have no outstanding balance with a trading firm. Identity verification needs a government photo ID and a proof of address dated within the last 3 months, completed by the account holder personally.
